The paper intents to work out the countermeasures and suggestions to the problems in the competence promoting of local government's HR and the evaluating system of it. The method of behaviorally anchored rating scale (Bars) is used to design a evaluating system of the HR competence.First of all, the paper explains management basing on competence from the conceptive aspect and meanwhile analyses the developing process of theory basing on competence and the trend of it. And then the worthiness of using this theory to manage the HR competence in the local government is been analyzed in this paper.What comes next is the actuality analysis of HR competence management of Chinese local government. The problems and shortages of HR competence management of local government are been worked out in accordance with the actuality of China. At the same time, the paper uses the advanced experience of oversea countries for reference to solve the problems and shortages.Thirdly, aiming at the realities of our country, the paper consults the advanced management models and thoughts to work out the countermeasures and advices whose rationality are been demonstrated.At the end of this paper, an evaluating system that evaluates the HR competence has been designed in accordance with the Bars. The system is validated by the example of Hanting Personnel bureau. The advices to the problems are put forward from both the macroscopically and microscopically aspects.
