The geographical distribution of the primary energy resources and economic development in China is very uneven, which determines the large-scale, long-distance energy transmission is inevitable. Electric power is the most important secondary energy in the production and people's life, while coal as the main material of power generation within a short time still plays an irreplaceable role. However, the development mode of power locally-based equivalence has brought many serious problems relevant to environment, transportation etc. Thus the optimization of energy transmission mode is an urgent issue to be concerned. In this paper, the index system is established concerning on three fields of the economy, environment and resource utilization. And the improved fuzzy AHP method is adopted to calculate the index weights, which reduce the uncertainty induced by the experts'scores; the two energy transmission modes as coal and electric transmission are compared by calculating the effectiveness of each mode. Its validity is verified by studying the two cases of Shanxi– Jiangsu and Inner Mongolia– Jiangsu; and the rational allocation of the two modes are presented.
