The rationality of human resources helps companies maximize the use of limited material, capital, and so to achieve operating efficiency. An excellent corporate team in the market can become an effective force, directly improve the enterprise’s internal environment and external environment, so that enterprises can beat the others in the competition. Power companies as the country’s monopoly industries, are closely related with the country’s economic development. Breaking the monopoly and introducing competition has become the inevitable trend of China’s electric power industry.Human resource planning as a future development and business planning activity is closely related to the enterprises’strategy. It is focusing on the future of human production and operation and management of existing enterprises through the analysis of the situation of human resources management. Human resource needs the future to make forecasts, on this basis, the next few years of the developing corporate strategy and human resources management system, has played a very important role in the supply planning, the development of business activities, and the improving of their operational efficiency.In this paper, the Shi City electric power bureau human resources planning is conducted with the available information and the environment. First, an overview of Shi City electric power bureau Administration is described and the business development strategy of the next five years,the current status of human resource management are analyzed, presented the human resource management problems in Shi City electric power bureau Administration. Then based on historical data and the description of a variety of forecasting methods, combined the qualitative analysis with quantitative analysis, the needs and supply is forecasted with the use of GM(1,1) and Markov method. Based on the further human resources strategy, a detailed plan is made about the education and training strategies, evaluation and compensation incentive strategies.
