A Study On The Inconsistency Of JiangSu Marine Functional Zoning

By exposing the value of objective natural property and social property of specific sea areas, the division of marine functional zones can help us work out scientific and reasonable methods of developing oceans, it's kind of scientific decision-making activity that avoids blindness and subjectivity in developing oceans. The division of marine functional zones that is authorized and publicized is of much higher legal status, and constitutes the law basis of developing ocean and conserving ocean environment. However, the current technical standard of the division of marine function zones has not stated clear specific stipulations concerning zones-dividing process and methods, as a result of natural, social, economic, technological level of backward and other reasons, some functional zones need to be adjusted to more rational use of marine resources and improve the utilization of the coastline to promote regional economic development and optimizing industrial structure.This paper analyzed inconsistency of two marine function zoning, which are XiangShui county and Dafeng city in Yancheng City in Jiangsu Province. Firstly, with the help of the understanding of marine functional zoning theory, we analyzed the reason of the inconsistency of two areas from the natural, social, economic, ecological and other aspects. we also used AHP and geographic information technologies on the above two areas of marine function zoning in order to analyze the cause of inconsistency and its impact. Secondly we summarize the issues of the use of marine resources and developed the solution of these issues. Finally, we draw the conclusion that the inconsistency of two areas are cause by natural property and social property and its inconsistency can promote the region's economic, social and environmental development, the inconsistency is also effective complement and reasonable adjustments to the two areas.
