In the 21th century, Hi-tech industry cluster has become a worldwide economic trends that driving the industry restructured and sustained, rapid economic growing. The competitiveness of high-tech industry is the important sign of the core competitiveness in a country or region, how to improve the national economic development has become the study subject of every nation of globalization. Industry Cluster, as a seniorOur country Government has taken seriously to develop the high-tech industry, but there is also a big difference in the High-tech industry cluster cultivation and the development aspect from developed countries. For Shaanxi in the western region, to promote the economic potentiality as soon as possible, to be strong in economy, it has to display the science and technology education superiority, explore how to develop the High-tech industry cluster, how to enhance the High-tech industry competitive power, and this is the important issue to Shaanxi economy. On the basis of analyzing the present situation and environment foundation of Shaanxi High-tech industry cluster, discusses the model of Shaanxi High-tech industry cluster and how to promote the High-tech industry competitive power in Shaanxi. The content and the research results include:(1) Discusses the mechanism and effective of High-tech industry cluster, on the basis of studying and comparison of "Axis-spoke-like Industry Cluster", "Polycore-like Industry Cluster", "Chain Link Type Industry Cluster", "Marshall Industry Cluster", provides the theory and the practical experience for the Shaanxi High-tech industry cluster.(2) On the present situation of Shaanxi High-tech industry cluster, regards that there are some issues for it, such as: lack of large-scale Hi-tech enterprises, having not formed industrial chain-link, mechanism of Hi-tech industry cluster is not available, lack the region culture, the structure of talent is not fit for High-tech industry cluster development.(3) In the second section, from the perspective of efficiency of high-tech industry, selecting inputs, outputs of high-tech industry as Evaluation index System, DEA as the evaluation method, all the provinces in China as the decision-making units, creates a new evaluation model of high-tech industrial competitiveness. On the basis of statistical data of the high-tech industry development in 2005, calculated the efficiency of the DMUs with cross-efficiency matrix method and completely sort it, and then analysis the high-tech industry competitiveness level in Shaanxi Province.(4) Finally, when comes to the recommendations for promoting the competitiveness of high-tech industry in Shaanxi, not like paying so much attention to science-technology inputs, the construction of infrastructure, strengthening human sources in the past, as the development measures of the high-tech industry, but for the aim of increasing the efficiency of industrial organization and production on basic level and innovation level, brings forward some recommendations to promote the competitiveness level of high-tech industry in Shaanxi Province.
