The Research On High-tech Industry Innovation Clusters Of Anhui Province

At present, the development of high-tech industry cluster has been the hot issues of common concern at home and abroad. A growing number of developing and developed countries take high-tech industries as a key breakthrough point to economic development. In this international context, Anhui Province has taken high-tech industries as one of the future development industries, and has made considerable progress in terms of industry gross value, corporate concentration and the park construction. However, some problems still exist in Anhui Province high-tech industry development process such as the irrational industrial structure, not strong professionalism and visibility of industry association, lack of venture capital investment, out of line between industry chain with innovation chain, the weak culture of innovation and unsound legal system and other issues. These have a serious impact on the capability of independent innovation of high-tech industries, and reduce the competitiveness of industries. Taking the innovation cluster of Anhui Province high-tech industry as the object of study, the aim is to explore the evolution model of the innovation cluster in Anhui Province and integrate innovative resources within the region. And planning mechanisms through the supply and demand of the market mechanism and government departments promote the integration of the innovation chain and industrial chain and improve the innovation performance. The competitiveness of high-tech enterprises is enhanced and the sustained development of high-tech industries in Anhui Province is promoted in the end.Till now, several models are applied and all of these are used for the analysis of the competitiveness of industrial clusters. Because of differences between Innovation Clusters and Industrial Clusters existing, therefore, the old model cannot be fully applicable to the competitive status of the innovation cluster. On the basis of diamond model and GEM model, this paper builds a new theoretical model for competitiveness analysis of innovation and cluster. The new model takes innovative organization, factors of production, and the environment variable as level indicators, where innovative organizations include the core organization and auxiliary organizations, Production factors include resources and infrastructure, environment variables include market and the culture of innovation.Through the analysis of specific indicators of competitiveness of Anhui Province high-tech industry innovation cluster with the new model and combination with the successful experience of foreign innovation cluster, this article pointed out that the development of Anhui Province high-tech industry innovation cluster should be selected mixed growth mode, the dual combination of market self-organization and government-led growth path and the evolution model. In this model, the government exists as a guide and plays an important role, but is not a leader within the cluster to achieve the dual role of the government and the market mechanism. In terms of specific policies, this paper also gives the relevant recommendations:First of all, to provide policy support at the macro level, the correct positioning of government functions, to optimize the external environment of the innovation cluster, cultivating innovative cluster continuous ecosystem; Secondly, at the meso level, to build scientific and technological innovation within the cluster cooperation mechanism to strengthen the collaborative construction of scientific and technological innovation cluster within the organization, strengthen the science and technology intermediary service system; Finally, activated micro power mechanisms to strengthen the regional innovation organization building of mutual trust and cooperation, improve the innovative enterprises the ability to continuously innovate and build a strategic alliance of the enterprises in the region, a sound knowledge of the innovation within the cluster innovation mechanism.
