With China's reform and opening up and modernization construction constantly deepened, energy demand that the economic development needs is increasing, electricity supply problem is also worsening. In order to strengthen the country's power supply capacity and improve power quality level, The Nation's Grid Corporation conducted a large-scale power projects to build the facilities. As a power pool that could provides survey, conversion and distribution, the "substation" are planning and construction in the core. However, the project management methods used in the construction of Power Supply Bureau in Yanan the is extensive and original, resulting in a lot of problem , such as time limit extension, the cost overruns and quality inadequate problems.Combined with 110 kV Yanan Center changing project, firstly, based on the analysis of domestic and oversea research about project management theory, this paper analyzes the project progress control status From the progress of projects in planning and project implementation schedule control, find out the progress of the project management of the main problems is the progress of projects in planning method is not perfect enough and the progress of the project implementation process control programs are not sound enough; analyzes the three aspects of project quality control status From the quality of planning project implementation process quality control and project acceptance quality control, identify the main problem of the project quality control process was not specific enough, the project quality control techniques used are not up to standard; analyzes project cost control status From the project cost planning and project cost control, Identify the main problem is that the project cost planning method is not perfect enough and the project cost control measures incomplete. Secondly, in view of the main problems of project progress control in the 110 kV Yanan Center changing project, the paper uses the network method to planning the project design and preparation of the program to improve the progress of the implementation of the project to improve the design control program; from the view of the project preparation stage, the construction project preparation phase and the project implementation phase, the project completion phase of a project designed to improve the quality control process. Thirdly, in view of the main problems of project quality control in the 110 kV Yanan Center changing project, the paper uses applying Control Chart Method to improve quality control program design and construct of project quality gratification. Furthermore, in view of the main problems of project cost control in the 110 kV Yanan Center changing project, the paper starts to create the project cost accounting system for the preparation of the project cost plan, the project cost control process and the project cost of the design approval process improvement, and using the earned value method to improve the project cost control program. Finally, the paper presents the key and difficult problems in the implementation of the progress of the project, quality and cost control program likely to be encountered and the Countermeasures in the implementation of progress of the project control, quality control and cost control measures are proposed.
