In order to adapt to the Anti-Japanese War, and develop the economic of Gansu, the Irrigation Works, Plantation and Pasturage Company was set up in 1941. It hosted the Irrigation Works, surveyed the water systems, constructed new penstocks and repaired old penstocks. Finally, it made substantial achievements. The company also actively developed plantation and pasturage, and founded a series of forestry farms and pasturages. Through this measure, a part of Gansu's forest had a reasonable business. To some extent, it promoted the pasturage level and met the needs of the people's life. The Irrigation Works, Plantation and Pasturage Company not only contributed to the Anti-Japanese War, but also laid a solid foundation on the Irrigation Works, Plantation and Pasturage. The company was modern form, and its organization systems was very comprehensive and rigorous. It stressed benefits of employee, and has a relatively right system. The management model and the history of its development left to us a very useful historical enlightenment.
