As a complex ecological engineering, returning cropland to forestry and grass (RCFG) is related to the social and economic sustainable development of different regions. Whether the RCFG be successful or not is related to the environment improvement, the stabilization of society and the economic development in Western regions. Inner Mongolia is located at the north of our country. It is important to the country's border stability safeguard, the ecological security and national unity ensuring, and the social prosperity encouragement. The RCFG is one of the key Projects to improve the agricultural structure, to reform the production method, to increase the farmers' income and to stable the rural areas. Since the mid-1990s in the last century, Inner Mongolia has executed the RCFG in some areas, and has spread it to the entire region from 2000. Generally speaking, the RCFG has achieved good results by 2007, but there are still many problems need to be improved and made clear of. To sum up, great achievements and many problems are coexisting.Through the survey and interview of Yijinhuoluo county, Qingshuihe county and Siziwang county of Inner Mongolia, the RCFG implementation of these three counties are deeply discussed and analyzed, and the suggestion of its institution are also proposed.The background, significance, research methods and content of the article are introduced in the first chapter. And the process of Inner Mongolia implementation of the RCFG and achievements are introduced in the second chapter. In the third chapter, the measures used by related governments and the problems arousing from executing these measures are illustrated by the interview of the local official of the three related areas. The survey of the representative farmers in these areas and the attitudes of farmers involved in RCFG in the three areas were expressed through the comparable data based on the survey in the same chapter. Then in order to solve the problems presented in the RCFG engineering of Inner Mongolia, the institutional improvement are proposed in chapter four, including the RCFG contract execution to direct and regulate the behavior of both government and the farmer, and the establishments of the forest ownership and the governmental procurement system of the artificial forest.
