The paper uses Logit model to analyze farmers will inreturning forest effect and find out the main influence factors, and it puts forwardcorrelation suggestions to promote the sustainable development of returning farmland toforestry. The main conclusions are drawn as follows:(1) The actual policy of returning farmland to forestry overlooks the farmers willand requirement on great degree. Before the project of returning farmland to forestry isimplemented, many farmers have not their choice about confirming agrarian plot, area andtree seed etc。After returning farmland, the farmer don't get content of technique, capital,the channel of obtaining employment and eximious fruit tree。(2) The reason of mostly farmers eagerly joining the returning farmland to forestryproject is mostly relation to the compensate policy。The actual compensate policy hascertain driving effect to the sustainable development of retuming farmland to forestry, but be affecting by the complex factor, mostly farmers have strongly depend on thecompensate policy in a long time, which decide that the compensate policy is not called offin the eight year(3) After returning farmland, the farmers average net income has improve, but theincrease pace slowness; Since the project is put in practice for six years, the farmersincome structure has change from giving priority to agriculture to non- agriculture. Thechannel of obtaining non- agriculture employment is not smooth which is affected bythe complex factor. The key of insuring sustainable development of returning farmland toforestry is the creation of obtaining non-agriculture employment chance and the increase offarmers income。(4) The factors include farmer culture degree, per infield area after returningfarmland, per net income, farmer freedom choice, woodland net income, returningfarmland income compensate, government extend assist, influence farmers wills ofpreserving forestry effect. Therefore, we should attach importance on these factors whileconstructing a long-efficiency mechanism that the projects of returning farmland toforestry can development continuingly.
