As China's harbour economy is booming, harbour has become a very important resource for Fujian to avoid the trend of being economically marginalized. Harbor resource also adds to Fujian's advantage as facing Taiwan across the strait. As globalization increases, harbour, as a node in global comprehensive transport network, begins to play an important role in modern logistics. To boost the development of port logistics is a must for Fujian's harbour economy to catch up with international habour development. To attain this goal, we must first find out where Fujian's port logistics lag behind our neibouring provinces. The author first deals with the characteristics, goals and functions of port logistics, and then analyzes the factors influencing the development of port logistics, which includes horbour geography and natural conditions, port logistics infrastructure, port logistics support system, port logistics operation and port logistics management and service. The author also elaborates on the problems in Fujian port logistics development through empirical study. Grey Correlation Analysis Methodjs adopted to find out these factors' influence on Fujian-Taiwan total port logistics volume and the reason behind it. An assessment indicator system for port logistics development is developed on the ground of the above mentioned analysis. Through factor analysis and cluster analysis, the author attains the comprehensive assessment value of 16 major harbours in Fujian and Taiwan. The author concludes that the major problems in Fujian port logistics are small logistic volume, weak infrastructure and unsatisfactory collection, distribution and transportation system.
