Port is an important infrastructure of national economy. It is not only a cargo transport center and base of industrial production, but also a important juncture of international logistics network. It is necessary to improve the handling capacity of ports for the competition of different ports and development of logistics. The improvement of ports handling capacity is based upon the reintegration and redistribution of available resources, which improves the logistics service of ports, and guarantees the order of logistics.This paper begins with the logistics function of modern ports, and brings forward the concept of port logistics, regarding port logistics as a practical concept which has a firm relationship with international logistics. Port logistics has its unique character and tendency. The improvement of port logistics function is to upgrade the overall service of ports. Modern ports of other countries has already been providing logistics service, resulting in good economic benefit and social benefit. From their successful experience, we are here to explore our mode of port logistics.Improving handling capacity of ports is a must guarantee to keep international logistics expedite. Therefore, this paper gives a new explanation of port handling capacity of ports, emphasizing the systematization of capacity of ports and service of ports, performing analysis of different subsystems such as berth subsystem, storeroom and field subsystem, collect- evacuating subsystem, load-unloading subsystem. Based on the traditional accounting method, it makes some innovation, confirming general handling capacity of ports by using barrel theory, giving the idea of tightening barrels and lengthening short board.In a way, with the application of external appraisement model by using AHP, the appraisement of ports construction and adaptability of economic development can avoid unreasoning expansion and waste of resource of ports construction, which makes it a precious preference to ports construction. It makes analysis of port handling capacity by using grey-relating theory and marginal utility theory, seeks the short board of the barrel and the economic significance of lengthening the short board, trying to make this analysis give effective appraisement to different dimensions of various subsystems. The result of analysis and appraisement provides theory to the practical measures to improve general handling capacity of ports.
