Based on the modification of Todaro's model and the scarcity of peasant workers in Guangdong,this paper studies the causes and the relative Problems of scarcity of Peasant workers arising at the contradiction in labor forces supply larger than demand.At first,analyzed labor forces supply and demand dynamic change,the Primary character of the scarcity of Peasant workers in Guangdong is the periodicity lacks the labor to be obvious; Normal worker and mechanic's short coexisting; the severity structure scarcity of younger workers,especially younger female workers. In addition, according to judge the motive of rural labor forces especially new youth migration,which has changed,this paper introduce city life cost, city yearning degree, system factor, adjustability mental cost,labor forces effective supply and such variables. It modifies and develops Todaro's model and form rural-urban migration modal, with the new rural-urban migration modal explained the scarcity of peasant workers in Guangdong, The scarcity is mainly caused by the deficiency in effective supply and the decline of workers buyout; The scurviness of working condition; dissatisfaction with employment environment and the correlation system also drive Peasant workers to choose to leave. The radical cause that leads the scarcity of peasant workers and conceals those causes is Guangdong industrial structure unreasonable. The resolve is to transfer industrial grads to facilitate industrial structure adjustment. Finally,this paper considers the government, the enterprise and the labors should have the corresponding responsibility in the course of solving the scarcity of peasant workers.
