Optimal allocation of land resource are proposed, aimed at the short of economic supply of land resource and the unreason of land-use process. In the condition of Contradictions of land and people have become increasingly prominent, how to carry out rational combination of agriculture resource in space time, How to create more social wealth use the limited land resources, How to coordinate economic development, The regional optimal allocation of land resources is the key to solve these problems.This paper based on the theory of systems, under the guide of the theory of land resources, land use planning, land ecology and sustainable use, using linear programming, AHP, BP neural network and cluster analysis to optimal allocation of land resources, draw the following conclusions:(1) The problems are: the ecological environment is fragile, and the obvious contradiction between the imbalance in the soil and water, the larger proportion of low-yielding farmland, land-use structure is unrational, the lower value of land value.(2) Analysis the dynamic changes in land use from1997to 2006 in the ninth agricultural division: the farmland and garden land appear a decreasing trend, woodland, grassland and other construction land in general appear a increasing trend.The farmland area has decreased 21930 hm2, woodland area has increased 9819.39 hm2.(3) From 2000 to 2006, the score of the overall efficiency is increased by 1.4 times, including a significant increase economic efficiency, but social and ecological benefits increase slowly.(4) According to the results of optimal allocation model in the ninth agricultural division, in 2020 farmland area increased 0.2 percent, woodland and garden area increased of 0.82 percent and 0.15 percent, the forest coverage rate increased 0.86 percent; Habitat site area decreased 0.19 percent, transport and water conservancy facilities sites area increased 0.19 percent and 0.08 percent, land-use economic benefits increased 4.68 times.(5)The result and the development direction of each distrct of zoning district optimimization:①E,yu,tuo mountain and pastoral areas, including three agriculture farmland:161,165,167, and 47agriculture and pastoral construction groups.The area are grassland pastoral area, must mainly adhere to the pastoral, combine pastoral and agriculture into consideration and to promote agriculture;②Ta,E Piedmont plain agricultural and pastoral area, including three agriculture farmland:164,166,167,168, and 61 agriculture and pastoral construction groups.The area was the combination of agriculture and pastoral, must adhere to the "Mainly to agriculture, agriculture and pastoral combination and all-round development";③North coastal of E river and city suburb, including three agriculture farmland :162,163,169, and 60 agriculture and pastoral construction groups.The area are comprehensive development area, should be insisted self-sufficient in grain and oil, positively develop the economic crops, operate diversified operations for supply goods for city.
