Research On Tour Land Of Chinese Urban-Rural Integration Area

With the development of tourism of The Urban-Rural Integration Area, the quantity of tour land is growing fast. The Urban-Rural Integration Area is the area with state-owned land (city land) and collective land (countryside land), so the land function is diverse, the land utilization type is complex and the land contradictory conflict are most. The tour land of The Urban-Rural Integration Area is also in this contradictory region. However, at present academic circles don't put plenty attention to tour land and each related government department and plan unit also don't emphasis on the problems arising from tour land use. It causes that using and management of tour land is in the chaotic condition. This is mutually contradictory with the tourism vigorous development. Therefore, it is necessary to systematically analysis the problems arising from using tour land of The Urban-Rural Integration Area and the reasons and countermeasures.The author actually engaged in the plan project and visited the national territory department, the traveling department as well as the development and reform committee. The author had quite comprehensive understanding to the problems arising from using tour land of The Urban-Rural Integration Area after investigating the research region and holding the study discussion with each related government department. First, the author proposes the broad concept of tour land and divides the tour land into tour construction land and tour non-construction land in order to better manage tour land. Next, this paper discusses the contradictories between land utilization plan and traveling plan by taking the investigation region-Jiangbei Ningbo as the example and proposes ways to coordinate the two plan. Third, the paper studies stipulation of the national territory department, the construction department, the agriculture department and the traveling department about type of land related with tour land. And also studies the scope of tour compound land based on "National Land Classification" issued by the national territory resources department. Fourth, the paper analyses manifestation of using tour land illegally and the reasons. Fifth, proposes suggestions to control the spread of tour land of The Urban-Rural Integration Area by referencing US Urban Development Boundary Theory. Sixth, the paper creatively combines land utilization plan, land market management with traveling plan to construct the operation pattern of tour land of The Urban-Rural Integration Area for its sustainable development.
