Urban-rural integration is a new phase of urbanization and modernization for a long historical process of development. the key of it was promoting the free circulation of life and production elements such as markets and service between urban and rural areas, making it possible for both the rural areas and urban areas share the latest achievements of modern civilization and the development of science and technology, gradually narrowing the gap between urban and rural areas, and ultimately achieve common prosperity.As China’s economic and social development and the rapid progress of urbanization in China with the reform and opening up, The contradictions between the supply and demand of urban construction land become more and more prominent in the process of renovation and expansion of the cities at all levels. Our country’s rural land system has a great limitations and restrictions for land free transfer, That was why we need more land resources with the rapid development of urban-rural integration in recent years, and a huge number of Farmers into cities makes lots of land was abandoned or idle at the same time. So, it was necessary to find a way to solve land circulation problem. The state has adopted policies to promote the land circulation. And within the framework of these policies, various regions of China have begun to explore the way of the land circulation. There are three forms of land circulation with China’s rural area:The circulation of land contract and management rights, the circulation of rural collective construction land right of use, the circulation of homestead right of use.There are many problems exists in land circulation. This paper mainly uphold the nature of theory closely in Marxist theory, Combined with China’s practice, Summarize the experience and lessons from our land circulation and urban-rural integrator’s development and apply the basic principles of Marxism to analysis these issues. First of all, describe the meaning of urban-rural integrate and land circulation to find out the relationship between of them. Then, Analyzes the status of rural land circulation and main problems, Such as the distortion of land circulation’s price mechanism, Inequitable distribution of rural land revenue, rural land circulation’s policies and regulations are not perfect, rural land circulation’s risk protection mechanism is imperfect. Missing institutional to dispute resolution mechanism of rural land circulation, Missing department to regulate land circulation. At last, combined with actual situation of China’s stage and Rural Land System and the form of land circulation, make reasonable suggestions for accelerating the rural land circulation process.
