In recent years, the business community was experiencing an idea transform, the traditional idea "stockholders" benefit is supreme" gradually received the question. The enterprise is not only stockholders' enterprise, but is society's enterprise. The balanced benefit and the coordinated development have become the subject of the age. In our country, along with the fast development of domestic economic society, and quickening step of economical globalization, the stakeholder situation which the enterprise faces is complex day by day, and validity and cooperativity of enterprise activities faced great challenge. New research on stakeholders appears the even more important. At the same time is, complex product and system is in the ascendant. This large-scale product, system or the infrastructure (such as large-scale telecommunication communication system, large-scale computer, aerospace system, intelligent transportation system, electric power network system and so on)which is big, high technical content, custom-made single unit or the small batch, and related to the national economy and the people's livelihood becomes "the technical property skeleton of modern economy" day by day. The CoPS ability becomes the symbol of state economy power. The CoPS innovation which manifests the integration, the complication and cooperation of the enterprise technological innovation, is the important innovation form in the stakeholders' world. But the stakeholder method also is the effective method that system integrator promote the CoPS overall innovation achievements and meets others' requests. In view of the fact that the fast development of stakeholders practice, as well as our country realistic need to vigorously develops the CoPS, this article mainly study the impact of the stakeholders to system integrator in CoPS innovation project through the case real diagnosis method affects the research. This cultivates project management and coordinated cooperation ability of CoPS innovation to the enterprise, and furthermore helps to construct independent innovation ability, which has certain practical significance.This article first conducts definition the system integrator's stakeholders to make clear which are the main stakeholders of system integrator; second ,through transforming the Freeman frame to construct the stakeholders analysis matrix in CoPS innovation; third, based on analysis matrix we analyze the power and stake performance of stakeholders; then based on the analysis we establish the impact mechanism model of stakeholders to system integrator in CoPS innovation project; Finally, we carry on the case demonstration of intelligent public transportation information system innovation project in Hangzhou using the analysis frame and the influence mechanism model and draw the related conclusion.The innovation points of this article are mainly manifested in following three aspects: first, it introduces stakeholder theory and the correlation question into the CoPS innovation domain, and discusses the influence mechanism in CoPS innovation project based on stakeholders foundation, which is extremely little involves in present academic field; second, transforming the Freeman power - stake matrix, constructing stakeholder analysis matrix in CoPS innovation and using it to analyze the power and stake of stakeholders, deepened the depth of stakeholders analysis, and have certain theory value and the practice significance; third, using stakeholder analysis matrix in CoPS innovation and influence mechanism model to analyze Hangzhou IPTIS innovation project, manifest their unfolded practice guiding sense.
