The human society in the 21st century has already entered an era led by knowledge. Knowledge is gradually replacing traditional factors of Production, namely capital, labor and land, as the chief resource for enterprise development. In this era knowledge changes with each passing day. With the increasingly furious market competition, most clusters recognize that it is essential to make effective use of existing knowledge and get much more new knowledge in order to win and maintain competition advantage. Knowledge spreads around different people and team in an organization. To make full use of the knowledge, it must be gained and drained. Knowledge gain and drain has become an efficient path for cluster creation.On the view of knowledge gain and drain, the main purpose of this article is discussing the main affecting factors, Barriers and measures of industrial clusters of knowledge gain and drain. This article starts with review of abundant literature and summarizes the concept and classification of knowledge and knowledge gain and drain, the research achievement of affecting factors, building models. On the basis of academic analyze, this basis of academic analyze, the article gives the four-factor research model and hypotheses, makes investigation with questionnaire all over the shaoxing area and analyze the investigation results with SPSS.According to the result of investigation and data analysis, several important research results are drawn and the model and hypotheses are adjusted. The results are: the relationship between the motive, relation and knowledge gain and drain is either positive or negative; while the relationship between the way, protection between the knowledge gain and drain is negative.Besides, in accordance with the research results and the concrete circumstance of Shaoxing, the article provides advices for improving knowledge gain and drain of industrial clusters.
