With the development of global industrial economy, the negative effects caused by the pursuit of quantity economy growth become more and more apparent. Because of the resources exhaustion, environment pollution and ecology deterioration, the cost of economy development is gradually increasing. The problem of resources and environment has become a factor constraining economic development. To accelerate the transition from traditional economic pattern to circular one is the essential means to solve the contradictions between economic development and resource environment. Under this transform, on the one hand, the old uncontrolled way of using resource is opposite to the requirement form of recycling economy development. The enterprise culture, technology, presses of production and organization structure in traditional economy cannot adopt the developing requirement of enterprise in circular economy. So the enterprise must take the organization innovation to adopt the new recycling economy environment.Based on relevant theory of circular economy , organization theory, business theory and modern management theory, this paper carry on the further study on organization innovation in the condition of circular economy. First, it studies the mechanism of circular economy to enterprise, analyzes the requirements of circular economy to technology innovation, enterprise culture innovation, process innovation and organizational structure innovation. On the basis of mechanism, we analyze the motivation of organization innovation, and think that there are two parts of motivations in the condition of circular economy, including internal motivation and external motivation. It analyzes the requirements of circular economy to technology innovation, enterprise culture innovation, process innovation and organizational structure innovation. Secondly, we study the complexity of enterprise innovation process. It constructs a basic framework of enterprise organization innovation in circular economy. Enterprise culture, technology, processes and organization structures constitute the basic elements of enterprise system, and they are influenced by circular economy in external enterprise. The innovations of these four parts reflect the overall strategy of enterprise and promote the improvement of enterprise performance. By using complexity theory, it analyses the organization evolution model and states the complexity characteristics of the innovation system and further analyses the nonlinear effect among the subsystems of the organization innovation. The use of enterprise culture is mainly analyzed as an attractor which acts in the innovation. It describes how to take the technology innovation, process innovation and organization structure innovation. It reveals the concept of self-organized critical state of the organizational innovation and makes the qualitative analysis of best innovation quantity in circular economy by survival function model of the enterprises in self-organized critical state. Finally, this paper analyzes a circular economy case by using the previous research results.
