As the construction projects usually take long time for completion and large amounts of capital for investment, and during the process of project evaluation the market situation is always not clear, therefore, once the investment decisions are made incorrectly, the losses are significant for the investor and the society. Hence, as one of the main contents of project pre-evaluation work, economic evaluation is very important for improving macroeconomic control of fixed assets, optimizing the investment structure, avoiding the risk of investment, and fully strengthening the benefits of investment. But due to the huge workload and the complexity of calculation, evaluation work often becomes burden on appraisers.Nowadays, most of the software developers design and develop the economic evaluation software based on industrial classification.That can increase the level of informationization, but it's also lack of the system universality and flexibility. It not only makes the waste of software resources, but also increase the investment cost of economic evaluation of different projects. In order to solve this problem, a computer aided system for all kinds of projects is needed.Firstly, the current situation of economic evaluation theory and methods and the history of software reuse technology are reviewed, then the merit and shortcomings of the evaluation software are summarized, and the necessity of the research on a general economic evaluation system is proposed. Secondly, on the basis of analyzing the process of economic evaluation of construction projects, according to the principles of practicability, universality and extendibility, introducing the reuse thoughts and software component technology, and a general evaluation system is constructed. Based on the domain analysis of the system, the function description and domain demand model are finished. Then the overall framework, function components, and reuse library of the system are designed. VB6.0 programming language and COM technology have been applied to develop some components of the system. The last part is the empirical research. The system is used for the economic evaluation and uncertainty analysis of the project, which proves the system effective and available for reconfiguration.
