Recently, the competency model for managers in enterprise is one of the critical issues on human resource management. As the mainstay of the enterprise, whether the middle-level managers' competency can meet the demand of their duty will directly affect the production, the management and the development of the enterprise. The purpose of this paper is to explore the competency for the middle-level managers and the structure of the competency model.The main content in this study are as follows:Firstly, on the basis of the literature review on competency , the job analysis on middle-level managers, the analysis on the job advertisements of middle-level managers in Chinese listed companies, the analysis on information from network, the questionnaire of competency for the middle-level managers in Chinese enterprise which had high reliability and validity was designed and given to the students of MBA curricula in the Inner Mongolia University.Secondly, through the analysis on data of the questionnaire, we constructed a competency model for the middle-level managers. There were 8 factors in this competency model: character of leadership, mature attitude, forming a useful connection, emotion quotient, thinking ability, motives, management ability, and group management.Thirdly, we discussed how to apply this model to the practice of management. Then we gave an example to show we can evaluate a middle-level manager's competency level by using Fuzzy Comprehensive Evaluation.This result can also be used in human resource management, including recruiting and selecting, leadership development, performance appraisal and compensation, career management.
