Ultimately, modern enterprise competition is a competition of talents. In the human resources system of state-owned enterprises, what characteristics the middle-level managers as a participant or executor of the enterprise should have can meet the need of the post. That is the matter which this study concerns about.From the view of public sector human resource management, the paper describe the development, evolution and application of the competency and competency model which provide a theoretical tool for ability study of middle-level managers of state-owned enterprises. At the third chapter, the paper discusses the position of the middle-level managers in state-owned enterprises, analyses the status of middle-level managers in state-owned enterprises, combines with the advantages of the competency, the writer thinks that the study about the competency of the middle-level managers in state-owned enterprises is necessary. At the fourth chapter, from the view of empirical, the paper uses the company Z which is state-owned enterprise as an example of the case study, on the basis of literature and interview, the paper brings forward the frame of the middle-level managers competency model, uses the survey to 112 middle-level managers and the SPSS software to analyze the result statistics in order to guarantee the reliability of the questionnaire and result.Finally the factor analysis is carried on,the biggest effecting factor to competency is screened out,and the final model system is obtained. The purpose of the competency research lies in the application. At the fifth chapter, the paper focuses on the application of the competency model for middle-level managers of state-owned enterprises in recruitment and selection, training, performance evaluation and incentives.Finally, the paper puts forward the major innovation points of the study from a research perspective and research methods , raises the shortcomings of the study and proposes direction for further research with a view to conduct more in-depth study of the competency of middle-level managers in state-owned enterprises.
