In telecommunication industry, industry with the weak cost increase caused the increasing marginal benefit. In this kind of rule under the influence, strong being always strong and winner-take-all becomes a kind of inevitable trend. Full service operation is effective competition, to get the game equilibrium. Therefore, in the posture of global telecommunications industry merger and reorganization, full service operation is the trend of development, fusion has become inevitable. In2008, after the restructuring and integration of China’s telecom industry, market competition become more and more intense, situation vary from minute to minute,which put forward higher requirements to the management efficiency and the backstage supporting. At the same time full service operations also means the full coverage of product on the customer demand, and put forward more challenges on organizational management and personnel ability.This article take the Neimenggu B mobile company middle-level managers as the research object, through literature, BEI, questionnaire and multivariate statistical analysis, take empirical research to Neimenggu B mobile company middle-level managers’competency. From the theoretical and empirical angle in combination, probes into the present telecommunication enterprise managers to achieve excellent performance which requires competency, constructe the B mobile company middle-level managers’competency model.In the entire research process, has investigated middle managers more than200people, and has tested the reliability and credibility of the results through the statistical analysis.The results showed:Neimenggu B mobile company middle-level managers’ competency model consists of five dimensions and18factors, respectively is:character and motivation (achievement orientation, responsibility, initiative, team spirit, executive force), thinking and comprehension (systems thinking, global view), action and efficiedcy (customer service consciousness, learning ability, innovation ability, coordination), interpersonal relationship (transposition thinking, communication skills, listening) and management (plan management, authorization and division of labor, ability to organize, motivate subordinates).The conclusions of this study not only can provide the basis of empirical research for the communications industry in the recruitment, training and development, compensation management and performance evaluation of middle managers,and so on,but also provide reference for the own occupation career planning of middle-level managers in communications industry.
