Research On Green GDP Accounts Of Jiangsu Province

This paper analyzed and studied green GDP from green input and output sheet prospective and SEEA's currency account calculation prospective. Based on the data of'122 Industry's Input and output Sheet in Jiangsu Province', the resource recovery industry and pollution management industry is separated out from traditional industries. A new green input output sheet is created by searching, sorting out and calculating the two new rows of data and the two columns of data. We also analyzed and studied different industries'resource employing ratio, resource recovery contribution ratio, pollution output ratio, and pollution management contribution ratio based on direct and perfect expenditure coefficient sheet. We found out that the most influential three industries in resource expenditure and recovery are railway transportation equipment manufacture, automobile parts and accessory manufacturer, and forest industry; the highest industries in pollutant output are steel manufacture processing industry and electricity power supply industry, especially the electricity & power supply industry consists in 60% of coal's usage and consists of 25% in industry's pollutant output based on perfect output coefficient; the most contributed industries in pollution management are pottery production industry and sugar production industry.We processed narrow sense SEEA currency environment calculation which is just separated the actual expenditure used in pollution management and resource recovery out of GDP account; then calculated the water, air and liquid waste's actual objective amount and valuable pollution loss; and processed the total valuable calculation based on different pollution value's calculation which concluded the green GDP is CHY CHY 1558.5 billion consists of 85% in GDP. The actual pollution management cost is 45 billion consists of 0.1% in GDP which is connected with 95% of pollution waste recovery ratio in industry pollutant, and it concludes Jiangsu Province have expended a lot of people and money in pollution management. The consumption cost of nature resource is approximately CHY 764 billion based on general calculation method which consists of 4% in GDP and is increased about 25% compared to previous year, and it concludes that the increase of Jiangsu Province's GDP is connected to energy industry a lot, especially the electricity & power supply industry mentioned above consists in 60% of coal's usage and consists of 25% in industry's pollutant output. The cost of preventing environment retrogression is CHY 1386.97 billion consists of 10% in GDP which is a very positive figure.The mentioned two calculation systems are all based on modern marginal cost theory and similar on the calculation process. However, the first calculation method is more useful with detailed industry analysis but more difficult in obtaining data and sorting out data, and the second calculation method is more flexible on adjusting calculation account when calculation method changes.
