Since the reform and opening up, China’s rapid economic growth obtain a remarkable achievement. Meanwhile, China’s consumption of resources and environmental pollution problems give rise to the world’s attention. Limited natural resource reserves are decreasing, while energy demand is constantly expanding. Energy supply and demand contradiction with the environment continues to make people aware of the efficient use of energy. Current national economic accounting system lays too much emphasis on the national and regional economic development while ignoring the social. GDP values all the transactions whose costs are paid forward to the benefits, while ignoring no money spending activities and services. These will lead to some countries or regions in the blind pursuit of GDP growth, constituting a serious threat to resources and environmental pollution on human health thus.The purpose of this paper is to improve the existing national economic accounting system, it will take advantage of natural assets to be treated as an economic investment, and will merge the production caused by environmental pollution and environmental into the accounting system. The established national economic accounting system will better meet the needs of sustainable development strategies, and more fully reflect the connotation of the total economy, resources and environment. In this paper, the theoretical basis for the establishment is the marginal cost of green input-output model. And wework out the 2007 Green input-output table, and on the basis of the table, we calculate the Green influence coefficient, green induction coefficient of 43 departments and green driving force.According to the result, wegive out some policy recommendations:First, promote energy-saving jobin the secondary industry. Accelerate technological innovation in these sectors, implementing policies related to corporate taxation, price subsidies and other support efforts. Promote the industrialization of new energy, thus provide support for the development of other sectors. Second,promote the development of high-tech industries. Stimulate industrialization of information technology, to help upgrade and optimize China’s industrial structure. Third, accelerate the pace of financial reform. Exert influence over the financial and insurance sector, to drive the overall economic development upward.Last, guide consumers to energy-saving lifestyle. Promote a low-carbon economy in the whole society, strengthenthe importance and urgency of the scientific concept of development from a strategic height, and merge the low-carbon culture into the mainstream consciousness of the whole society.
