A Study On The Coordination Mechanism Under The Theory Of Government In The Regional Ocean Management Of Our Country

From the development of the marine management, we can know that the essence of it is "coordinate management" . From the marine professional management to the integrated marine management, the "coordination problems" is increasingly received more and more intention, and becomes an important research topic. But a great deal of problems still exists, and it perplexes the development of the ocean. In this condition, as a new marine management method, Ecosystem-based Regional Ocean Management (ROM) has been comprehensively applied to USA and Australia, etc, and can be actively used for reference in China's marine management. The ROM considers the regional geography condition, all kinds of benefits and the policy needs. It can not only combine the characteristics of the district, the region, the department and the country, but also make sure that all participants make concerted effort. The valid operation method is to set up a coordination mechanism, based on the special managers of the ocean. It is intents to realize the harmony/coordination management. So the aim of this text is to explore the coordination mechanism in the ROM suited for our country.This text is guided by the management theory concept. The management theory advocates the participation of multiplier interest subjects in public affairs management, including government, non-government organizations, private organizations and civil society, and initiates the construction of independent, self-governing, autonomous web system. This theory exactly keeping touch with the textual research need, and can be use for reference.The dissertation draws upon the research mode and theoretical system. And it is guided by the management concept, focusing upon the coordinate programs; the present dissertation defines the key terms like the regional ocean government, the coordination mechanism, and briefly reviews the previous studies about the management theory and relevant research development.It then tries to use the West for reference: mainly refer to practice of the USA and the Australia in the construction of the coordination mechanism in the ROM. And it summarizes their experience. This article also describes the practice of our country in the relevant fields, and analyses the problems in it. Then the text particularly analyses the multiplex managers in the ROM of our country, and the perfect relationship guided by the management theory. It also emphasizes the role and the action of the government, and put forward the suggestions about function change that the government should actualize. Finally, the text attempts to explore the mode of the coordination mechanism in the ROM of our country. It includes three aspects: the organization framework, the function rule and the indemnificatory system. It puts forward some constructive suggestions, and expects to help to settle the coordinate problems , and hopes the ocean to develop harmonious and continually.
