The Study On Income-effect Of Australian Marine Parks And The Revelation

The fisherman's income had increased a lot after the reformation and opening. However, the increase stopped going up heavily with the more-and-more ocean-pollution and over-fishing. It became a hot social issue which called a good solution. Australia, which had the same problem with China, set up some Marine Parks to settle the problem. China had set up some marine protected areas, which focused on protecting the ocean resources and environment. She also had a marine park in Hong Kong , which is just a park for entertainment. But the Australian marine parks are different from the above two forms. It is a combination of protection and exploitation, a better way to safeguard the sea and develop the income.This thesis tried to make out that this shape of marine park is good to increase the residents'income and to reduce the income-gap by studying the marine park's resident-income-effect. It would be useful for us to learn. This paper had four parts:Part One: Summarized the definition and development of the marine parks to offer a groundwork for the following research.Part Two: Analyzed the Australian marine parks'resident-income-effect with theory of economics. It emphasized on the process of the income-increase effect and the income-gap-reducing effect. For the income-increase effect, It analyzed the effect on the self-support turnover and the non-self-support turnover to got the total effect on the whole income. On the study of the income-gap-reducing effect, it research by means of the traditional industry and modern industry study. It got the final conclusion that the foundation of Australian marine parks helped to improve the situation of the resident's income.Part Three: Proved the above conclusion by data and mathematic model. Confirmed the above conclusion.Part Four: The experience for China. Chinese marine protected areas had some similar points with the Australian marine parks while the latter pay more attention to the balance of protection and exploitation. But Chinese protected areas didn't do well in dealing with the protection and exploitation and had some disadvantages. This part compared the two and offered some suggestion to develop the Chinese ocean-protection and resident income-increase.After all, the maritime dweller's income could have constantly increased only if the balance of protection and exploitation came true. This paper's study proves that the Australian marine parks increased the dweller's income and reduced the income-gap. This kind marine park can accelerate the economy's growth on the basis of safeguard of the marine biology resource. It achieves the sustaining developing target. So China could learn the advanced experience of Australian marine parks to improve the Chinese situation and get the improvement.
