21st century is the knowledge economy times. The human society is carrying on the knowledge production, the renewal and application by the unprecedented speed. The high and new technology enterprise is the main carrier to be engaged in this kind of activity. Speaking of high and new technology enterprise, its swift development agent must be the knowledge innovation, the technological innovation and the management innovation, but the main body and source of this kind of innovation are actually the person grasping the knowledge and innovating knowledge. Therefore we may say, the human resources, specially the talents resources are the modern high and new technology enterprise's core resources. How to effectively organize high quality and high intelligent human resources to fully display its innovation potential, and seek one kind of effective human resources management method and system, becomes the high and new technology enterprise survival and development key.The example of this paper is Inner Mongolia Mengxi High- tech Group Limited Company. It analyses the present situation of talents team construction, and contrasts the domestic and foreign high and new technology enterprise's management form, and make a study on talents team construction existing problems. And from the modern human resources management development angle, proposes countermeasures to solve the problems.The research of the paper has the high practical significance to the high and new technology industry sustainable development as well as the high and new technology enterprise human resources management practice.
