In terms of science & technology (S&T) being first productivity, S&T talents have become the important former, disseminator and propellent of advanced productivity and advanced culture. Inner Mongolia should be no other than fully bring S&T talents basic, tactic and decisive effect in the field of S&T, economy and social development into play, and it will realize the striving targets of constructing well-to-do society all-around, stepping in the front and becoming an important pivot.From the point of view of modern human resources management development, this paper analyses present situation of S&T human resources construction, and finds main existing problems and the course of the problems in the construction of Inner Mongolia S&T talents team. Aiming at the present situation of Inner Mongolia S&T talents team construction and the characteristics of Inner Mongolia S&T task, the paper discusses Inner Mongolia S&T human resources development strategy and countermeasures with the target of grand strategy of realizing to construct well-to-do society all-around in Inner Mongolia and surrounding Inner Mongolia S&T, economy and social development demand closely.
