The port spur line corporation has smaller size comparing with state railway. So it's facing great pressure from it. But the port is very important to the city, even more to the region. As it's playing a more and more important role, the local government pays high attention to its development. They focus on completing the equipments and facilities, increasing the competition of the port, to enrich the port capacity. All of these serve for economy development. During transportation service, the spur line and state railway are competitors. It exists at present and will last for a long time. To keep developing in the competition power is the key problem that the spur line is facing now.Under the current situation of economical globalization and regional economy integration, cooperation becomes a strategy. Competitive cooperation is just a means of corporation development, not the goal. The goal is to increase the core competition power, develop the corporation, gain the bigger market share.The paper is studying on the spur line corporation's positioning and development in the port city market and how to balance the relationship with state railway and port. It's focused on which approach is suitable for cooperation to ensure the continuous development of spur line. Propose competitive cooperation to avoid two-side failure, meanwhile to meet port demand for transportation and achieve all success of port, state railway and spur line. The final aim is state-owned corporation development and local economical prosperity.The paper is combined with 6 chapters. In Chapter 1, it includes background, topic, goal, idea, approach and the structure of the paper. In Chapter 2, it states the essential content of corporation strategy, the concept of competitive cooperation and its content and feature. In Chapter 3, it introduces the current situation of port, spur line, state railway and their relationship. It also provides analysis of the function and position of spur line. Chapter 4 and 5 are the core of the paper. The writer analyzes the present railway industrial status, state the unfeasibility of the competition between state railway and local one. It shows that the spur line has no monopolization in port market. And it also proves the feasibility of cooperation between spur line, state railway and port, and also proposes an approach. Based on the actual situation, the writer raises up the implementation method. Firstly the spur line needs to complete the essential facility to set up the railway net. Secondly the management level needs to be increased, it includes organization structure, human resource development and application, manufacture operation management and control, corporation culture, performance evaluation system establishment, etc. Some successful examples are helpful to prove the port spur line can choose the competitive cooperation way. In Chapter 6, it summarizes some suggestion and comments on the spur line development, and also states the vision of the spur line, and point out the weakness of the paper.
