Performance management system designing is the precondition and core of setting up human resource management system of modern enterprises. How to design and set up a performance system, which is scientific and suitable to China and meets the requirement of tactic development for the enterprises, is a completely new and important task to the enterprises in China, especially for the state-owned enterprises. It is a juncture for the enterprise's growth to establish a scientific performance management system based on the enterprise's practical situation to improve its competition ability, especially for some developing enterprises.Taking modern human resources management method as the background, this paper analyzes relationships among human-oriented management, performance management and corporate culture, and discusses performance management implementation approaches guided by human-oriented management ideology. On this basis, main contents of enterprise performance management are emphatically studied, including performance appraisal goal establishment, performance communication, key performance Indication setting, performance appraisal cycle, etc.Finally, the above research fruits are applied to the performance management reform of New Oriental University Development Corporation. Based on its business process reengineering and HRM system planning, a "human-oriented" general performance management scheme is provided, with exhaustive project and implement of performance appraisal goal establishment, appraisal object, appraisal process, appraisal method, performance communication, performance feedback, etc. The research results have already been launched in the company, and it turns out that fine effects have been achieved.
