Remarkable results have been achieved in China's transformation of government functions after 30 years of reform and opening up. Indirect means of the basic framework macro-control system has been established. The market system has made significant progress. The government has made significant changes in the direct management of enterprises. The foreign-related economic management has gradually moved closer to international practice. The reform of government institutions has gone forward further. The government democratization of decision-making has greatly improved. The governmental functions of promoting the coordinated social and economic development have been constantly strengthened. But in the context of globalization and the impact of information technology, especially in China's accession to the World Trade Organization (WTO) with the socialist market economy and the rapid development of foreign-related economic sectors, the importance of the construction of a service-oriented government has been highlighted.Having been working in the foreign economic sector for 15 years, I have experienced various stages of development about China's export-oriented economy, such as the beginning of the reform, 1992 South speech of Comrade Xiaoping, China's accession to the WTO, and the current implementation of the scientific concept of development. We're unswervingly pushing forward reform and opening up and constantly enhancing the economic and social development momentum and vitality. The role of the foreign economic sector in every stage has been played in difference. Writing this paper, theoretically, we can think and sort out the roles played by the foreign economic sector in the transformation of the government. In practice, we can work on its own review and sum up to facilitate the future work better. We also hope to provide reference point in the process of deepening the administrative calendar in the city system and speeding up the transformation of government functions particularly in the construction of a service-oriented government.In this paper, a theory basis on the position and transition of the foreign economic sector in building a service-oriented government will be put forward with Licheng District as an example, including the relevant research results at home and abroad. The role that the foreign-funded enterprises should play is determined from analysis of the state of the existing foreign enterprises and demand with social investigation through field research and survey. The function and the role that the foreign economic sector plays are looked at through the development of the Licheng's foreign businesses. The economic transformation and the affecting way of the service-oriented government are further analyzed from the problem faced by Licheng's foreign-funded enterprises in the process of investment in China.The thesis is divided into five parts, of which the first one is the introduction with the main object of the study of the thesis, a literature review to identify the ideas and papers of the study, and the basic framework of research methods. In the second part, the theory of the service-oriented government is introduced, of which the origin is analyzed The signification of the service-oriented government within this thesis is defined as well as the related ideas of constructing a service-oriented government in Licheng District and the way of realization are talked about.The evolvement of the function of China's foreign economic sectors is discussed in the third part, so as to introduce the present situation of foreign-economic development in the macroeconomic environment in Licheng District. Part IV is mainly the introduction of the development status and the existing problems of the foreign-related economic sectors of Licheng District. Through the use of social survey methods, with the help of survey and field interviews to Licheng's foreign-funded enterprises, summing up the current investment environment and problem, and finally combining the requirements of the construction of a service-oriented government, the specific measures and viable solution are proposed. Part V is the conclusions of this thesis, in which the meaning of building a service-oriented government is further clarified, and the investment environment and the construction of the service-oriented government are expected in conjunction with our own actual work.
