At present, the tourism has become an important industry in our national economy. With our country joining WTO, the giant market potentials and the developing prospects have attracted the world famous transnational hotel groups to enter our country market one after another, therefore, our native hotel enterprises, especially the star-rated ones are facing heavy pressure of competition and challenge.This article focuses on the improvement of competitive ability and the management of knowledge-based staff in the star-rated hotel enterprises on the foundation of general analysis on domestic theories and international economic situation. The purpose of this research is to find out as well as avoid the disadvantages in the management of knowledge-based staff in the star-rated hotel in Jinan by combining the comprehensive positive analysis and previous research achievements. Then the investigation and research will be done to dig out the demands of knowledge-based staff through the way of questionnaire survey so that incentive measures can be brought forward oriented the demands of staff.Firstly, the article reviewed and summarized correlative concepts and theories of modern hotel enterprises and developed the cognition of star-rated hotels. Secondly, the concept of knowledge-based staff would be educed with their own and working characteristics. Thirdly, the disadvantages in the management of knowledge-based staff in our national hotel enterprises were listed according to the analysis on the practical cases and previous research achievements. These existing disadvantages are as the following: the unfulfillment of the thoughts on hotel enterprises' cultural construction; the unconformity between hotels' developing orientation and employee's aim; unreasonable job design, as well as unitary stimulative measures. Fourthly, the decisive factors to inspirit the knowledge-based staff were analysed, on the base of the questionnaire survey upon their demands in our national star-rated hotel enterprises. Fifthly, according to the above analysis, a series of solutions are proposed to stimulate knowledge-based staff in the star-rated hotel enterprises effectively. That is management which is oriented enterprise culture; the virtual enterprise structure, according to the character of knowledge-based staff, fully activates their working potentials; the reasonable job designs of knowledge-based staff and the formation of profound stimulative and restraining system, aiming at every employee's contribution to his enterprise. In the end of this thesis, the author summarized the above contents and pointed out the limitations of this research and issues which should be discussed further.
