Peasant association as an organization protecting and safeguarding the farmers' interests, it played an important role in the procession of china's revolution and construction. But after 1949 due to various reasons, Peasant association withdraws from the stage of history, after the land reform. With the reform and opening policy, the rural household contract responsibility system for the implementation of peasants to the production and the life of the autonomy of the rural productive forces have been greatly development space. But with the further development of the market economy, farmers "atomic" status has brought many problems, such as it can't withstand market risks, face with a difficult scale effect. In addition, since the period of social transition proliferation of various social contradictions, and the lack of interest of farmers organizations, resulting in loss of peasants the right to speak, to increase social instability, which are restraining the agriculture, country ,farmer problem solving and rural development, meanwhile it leads the economic, political and social rights can not be effectively safeguarded, therefore, highly decentralized organizations is in need for a carrier to effectively safeguard their own interests. At present the existing township government and peasant organizations are unable to effectively shoulder the heavy responsibility of safeguarding the interests of farmers, agricultural reconstruction will also be on the agenda. Agriculture Council as a cover market failure and government failure of a system innovation in the party and the government to maintain the link with the farmers, and promote the development of productive forces in rural areas and realize the industrialization of agriculture, particularly in the construction of a new socialist countryside, and played a obvious advantages.Therefore, this thesis hopes to rebuild peasant association as a turning point in rural areas, how to effectively protect the interests of the peasants demand for the basic starting point to explore redevelopment of the new agricultural model. Based on the historical development of peasant association, came out with a rural building in the new redevelopment of the agricultural means to achieve the healthy development of agriculture. First of all, reinterpret the concept of agriculture organization in new rural areas and the nature of the reconstruction of the new building of rural farmers will be based on the theory and practical demands; analyse constraint factors of agricultural organization development; farmers will be organized by the lack of new construction in rural areas. The path of the new rural construction will be re-explored. Through this research, will explore the path to make peasant association establishment and healthy development, provide a comprehensive entry point to break the country problems, and realize rural economic and social development.
