Since 80's in last century, global consciousness of environmental protection has soared continuously, and many countries have implemented environmental protection measures in succession, also causing a series of debates concerning whether or not strict environmental regulation would exert influences on international trade. Particularly the debate about impacts on international competitiveness was intense. Is drawing up higher environment standards actually bringing China, as a developing country, opportunities or challenges? And what measures should Chinese manufacturing industries take in order to face stricter environmental regulations? The paper chooses paper making industry, being a representative polluting industry, as analysis object, and makes use of normative analysis and empirical analysis respectively to study the function mechanism and result that environment polices exert on the international competitiveness.According to Michael Porter's Diamond Model and related economic theories, the paper studies deep economics reasons that lead to environmental problems and introduces substantial solutions. Meanwhile on the basis of China Customs' SITC two number data and related softs, it analyzed thoroughly the environmental regulation's impact on international competitiveness of Chinese Paper Making Industry.The paper consists of five parts. Introduction is the first part focusing on research background and significance, thesis structure, innovations and shortcomings. The second part is literature review which is divided into two aspects: the first one is theoretical research including conventional school and revisionist school, and the former supports an adverse influence environmental regulations put on industrial international competitiveness, but the latter argues an opposite opinion; the second aspect is empirical research review, focusing on validating theoretical research conclusions from two levels: enterprise and industry. The following is the third part of the paper, mainly analyzing deep reasons of environmental pollution from economics view and introducing concrete solutions of it. Meanwhile this part sets up an indicator evaluation system of one industry's international competitiveness, in order to supply steady theoretical basis for following specific research on paper making industry.The fourth part studies thoroughly functional mechanism and results that environmental regulations exert on Chinese paper making industry's international competitiveness from qualitative and quantitative aspects respectively. In qualitative analysis, the paper applies before theories to make sure advantages and disadvantages of Chinese paper making industry and environmental policies' influencing path to it. In the latter respect, the paper chooses firstly environmental regulation evaluation indicator and sets up a comprehensive index system of China paper making industry's international competitiveness. Then based on the data from 1991 to 2006, SPSS is used to do correlation analysis between them and by Eviews it sets regressive model to quantify the influencing results. At last, with the principal of emergency and feasibility, this paper introduces policy suggestions to the authority and enterprise respectively.
