| Leading industry is the core and the mainstay of regional economy development. The option and cultivation of leading industries play a very important role in economic development strategy and industrial policy. It will directly affect the future development direction and the prospect of regional economy. As one of the old industrial base in Northeast China, the special system environment and economic structure of Heilongjiang Province decided that we can't develop the economy at all points, but to use part to bring along all.Therefore, selecting the right leading industries is vital to Heilongjiang Province. The article starts with the theory if leading industry, comprehensively builds the target system of option of leading industry on six aspects, which is based on not only eight principles but also datum through both quantitative analysis and qualitative analysis, and introduces the Grey Clustering Model of comprehensive evaluation which is compared with other evaluation measures and Industry Conjunction Model used in the article, analyzing the availability of these two model. Then the article states the current situation of Heilongjiang Province's industry structure, pointing out the problems exist in the industry structure,and sums up the basic principles of option of leading industry which are suitable for Heilongjiang Province. Of the most importance, it uses the Grey Clustering Model of comprehensive evaluation to study the leading industries of Heilongjiang Province, and ascertains the leading industries considering the situation of Heilongjiang Province. After that, it analyzes the leading industries thoroughly with Input-Output Table, containing direct relation effect and industry affection effect. In the end, the article brings about some strategic advices to the cultivation of Heilongjiang Province's leading industries. |
