Analyses On The Willingness And The Influence Factors Of The Enterprises To Establish The Agricultural Products Traceability System

In the new century,agricultural products quality and safety become the increasingly serious problem,It have seriously threaten to people's lives.Faced to the grim situation of the quality and safety of agricultural products,developed countries have requested that imports of agricultural products must be traced since 2001.China attaches great importance to the construction which tracebility system of the quality and safety of agricultural products and the research,introduction and establishment of tracebility system.Throughout the country,it have established the pilot enterprises of tracebility system,and achieved fruitful results.In this process,Governments and enterprises played the role as a facilitator,however,the enterprises is the main system who established the tracebility system.Whether enterprises willing to establish,which factors can affects enterprises to establish tracebility system,and what obstacles still exist under the current situation,should the government monitors the tracebility system and from which aspect,all of this is worthy of study.Moreover,The willingness and influential factors during the establishment of agricultural products quality and safety traced systems in company was studied in this paper,the range of the investigation is Sichuan province.The idea and the content of the paper is based on the economic analysis of the enterprises to establish tracebility system and the investigation of 72 enterprises in Sichuan Province.It analysis the overall sitation of this 72 enterprises to establish tracebility system by the means of Statistical analysis.The study assumed the characteristics of enterprises,corporate managers characteristics,the external environment and the market expectations will affect the enterprises to establish tracebility system.Moreover,it has do quantitative analysis to the establishment of tracebility system for enerprises using Logit model.Finally;put forward Suggestions for government and enterprises.Through analysis,the paper reached the following conclusions:first,the exit of traceability system has two reasons.The market of the quality and safety agricultural products is information asymmetry,the agricultural products' quality and safety have the nature of externalities.Second,the main sector that establishes traceability system is agricultural enterprises.Third,the establishment of traceability system requires government regulation.Fourth,the cost of enterprises to establishment the traceability system is made of information collection costs,information input costs,information enquiries costs,and other costs,the revenue is mainly made of dominant income and hidden income.,Fifth the establishment of traceability system are influenced by the external environment,particularly the Government's relevant policies and regulations. Sixth,the product is exported or not,type of enterprise managers,the cognition to traceability system,government policies and the enterprises' expection to consumers' willingnes to pay for traceability product affect enterprises in different degree.Basis all of this,the author give the proposal to the enterprise and the government,such as: Formulate and perfect laws and regulations,the government enhance the supportment to the enterprise to those who will establish the traceability system and strengthen the supervision of traceable information,improve the Organization of the agricultural production.the enterprise should pay attention to consumer demand and actively explore the compatibility between the traceability system to the HACCP,GAP,GMP et al.Looking at the overall analysis and the papers' conclusions,mainly in two areas reflects the value of this research:(1) it is the first time in theory that analyzed the agriculture product traceability system using the food safety economics,information economics et al.(2) based on the descriptive statistical analysis of enterprise to establish the traceability system,the outhor analyze the willingness and the influences factors to enterprises establishing the traceability system.
