Land requisition is a common phenomenon in the world, the Government obtain other's lands forcedly and give compensation for the public interest. A large amount of rural collective lands have been transferred to state's construction land as industrialization and urbanization are developing. a lot of problems emerge in the process of changing. For instance, the land requisition system is imperfect, compensation for land requisition standard is under debate and distribution of income is another unraveled issue, together with privately illegal land trade and wide range of land requisition, so the present system of land requisition cannot cater for urbanization and economic development. In this paper, So the economic analysis and empirical study for land requisition system have important theoretical and practical value.The contents and conclusions are listed as follows:Firstly, we analyze the actualities and problems of land requisition in Hubei province. The main problems are the discrepancies between compensation standard of land requisition and income distribution, privately illegal land trade and wide range of land acquisition and so on.Secondly, property right and system changes of land requisition. The ground of the commotion of compensation standard of land requisition lies primarily in undeveloped property right of collective land. Unfairly distributed revenues result in the fact that property right of collective land is vague and exclusive. The range of land requisition is too wide are subject to stagnant state of our nation's system of land requisition effected by macro-planed economic policy, which, as it is, requires improving.Thirdly, empirical analysis on the farmer's property right scarcity and compensation in Baokang county Hubei province. The farmer's property right scarcity and compensation lie primarily in the default of Chinese currently law system and land system. We have to reform system of property right, supply well situation and establish effective guarantee system.Finally, conclusions and policy proposes. We have to make up any regulations and statutes for implement concerning how to perfect the system of current land requisition, delimit rigorously the property right of collective land clearly, implement the right of distribution of incomes, improve the land requisition compensation standards mechanism, discern the public beneficial and non-public beneficial commandeer, and set up marketing collective land.
