Nowadays,China faces much chances and challenges with the rapid development of urbanization.In order to accelerate city's development,the demand for land is also growing quickly.Under Chinese current land system,requisition,compensation and resettlement is an effective way to solve the land demand in the process of urbanization.Shanghai,the lead city in Yangtze River Delta Economic Zone,even as the most important city in China,is getting much land requisition with the city's rapid construction,meanwhile facing much contradiction and conflict in the process of land requisition and compensation.Locating in the western suburbs of Shanghai city,X town,where the author works and lives,took earthshaking changes as the the fast development of Hongqiao Business District.However,it meets much contradiction and conflict in the process of land requisition and compensation,especially in collective land area.As the result of the contradiction,it used to happen a lot of collective petition which weakened the credibility of the government and caused greater conflict.Based on research file and system analysis,author summarize the main question of X town's collective land requisition and compensation.,meanwhile find out the predicament and reason.on detailed analyzing L project.Through Citizen Participation Theory,Deliberative Democracy and Public Interest Theory,the author sought the answer to solve the predicament of collective land requisition and compensation(such as inconsistent policy,low government credibility,judicial absence),furthermore to trace the reasons(imperfect policy,inadequate resettlement housing,insufficient citizen participation),simultaneously provided suggestion of improving the proposal in the future.
