The Study Of The Transfer Of Rural Labor Force In Handan City

This thesis is about the study of the transfer of rural labor force in Handan city. Its main aim is to analyze the situation and the problems in the process of the transfer of rural labor force in Handan city, find out the reasons and put forward certain suggestions for promotion of the transfer of rural labor.Based on the theoretical literature related to the transfer of rural labor force at home and abroad as well as statistics, the article analyzes five stages and traits of the transfer of rural labor force in Handan city form 1978 to 2005. It also points out main problems of the transfer of rural labor force in Handan city: the difficulty in the transfer of rural surplus labor force is increasing, the stability of the transfer of rural surplus labor force is poor, the channels for the transfer of rural surplus labor force is obstructed, and the transfer of rural surplus labor force is blind. The reasons for the problems are as follows: the difficulty to transfer labor force is caused by the enlargement of employment pressure in the city and the weakening ability of agriculture to absorb the rural labor force, the absolute number of rural labor force is too large, the system is imperfect, the level of rural urbanization is low, the environment for the development of rural enterprises is not sound, the concept and quality of the subjects is not good enough and the information for the transfer of labor forces is constrained.Besides, the article also analyzes the transfer model of United Kingdom, the United States, Japan and Korea. Finally, it puts forward some proposals for the transfer of rural surplus labor in Handan city. The suggestions are: to strengthen management and establish the principle of the transfer reasonably, to speed up the process of rural urbanization and industrialization, to promote the development of rural enterprises and build various forms of cities and towns, to quicken the adjustment of agricultural structure, to increase investment into rural areas, to set up a unified market for urban and rural labor force, to improve the environment for the migrant workers and provide high-quality services, to increase investment in education and training for improving the quality of labor force, to maintain the diversified transfer ways, and to consummate the system and improve the environment for empoyment.
