At present the innovation has become the main power for domestic and foreign urban economy, and some cities in western developed country had already promoted the urban competitive power through innovation, realized the optimization and upgrading of industrial structure, and enhanced the city's competitiveness. There are numerous resource-based cities in China, with the increasing depletion of resources. Resources-based cities have a series of socio-economic development issues requiring urgent solution. Therefore, how to benefit from the developing practice of innovative cities at home and abroad, in order to speed up the pace of constructing innovative city for the resources -based city is the key point to go out of the plight of economic development.This paper elaborated the connotation of the resource-based city and innovative city, and analyzed the role of urban innovation mechanism, summarized the practice of constructing innovative-city at home and abroad, and proposed the necessity of constructing innovative cities for resource-based cities. And made it Clear that the innovative elements of urban innovative ability include the capability of knowledge innovation, the ability of technological innovation, the ability of institutional innovation and the capability of service innovation, and analyzed a series of problems in the process of constructing innovative city for resources-based cities. Such as the lack of innovative entity, the unreasonable industrial structure, the low industry association, the poor awareness of innovation, the low degree of openness and so on. And from a strategic point of view, With reference to the successful experiences of constructing innovative city at home and abroad, proposed some measures, for example: perfecting status of innovative entity of the resource-based cities, increasing the optimization and upgrading of industrial structure, enhancing and strengthening the innovative thinking of opening up, etc. Finally take Daqing as an example, according to the actual development of "oil city", proposed detailed suggestions on constructing innovative city for Daqing.
