Study Of Innovative Resources Allocation Based On Guangzhou Construction Of Innovative City

The Seventeenth Party Congress mentioned, to improve the capability of independent innovation and building an innovative country, is the core of national development strategies and the key to improving comprehensive national strength. City is a resource-intensitive place(innovative resource as well) and the center of all kinds of technological and economic activities. Therefore, the construction of innovative city not only plays a decisive role in building an innovative country as well as an important way, but also strategic initiatives of fully implementation of scientific developmental concept.Since Guangzhou positioned the national center as well as South China manufacturing critical city, it should shoulder historical mission:to be the nation pole of economic growth and to lead Southern China to be innovative-development-driven. Especially, after international financial crisis, the whole external economic situation take a great change and for internal, while facing traditional industries’gradual fade strength caused by rapid rising labor costs, raw material prices and shortage of land resources, Guangzhou urgently need economic development mode transformation, speed up the construction of national innovation-oriented city so as to shape function of central city. Guangzhou in recent years and even for some time will constantly increase input and substantial accumulation of resources for innovation, however, economic theory tell us that continuous investments do not automatically bring the output and efficiency-increasing, which involves a question about how to configure the resources. Based on the related theory of resources allocation, this paper mainly configured the frame of innovative resources allocation. And then we analyzed the current allocated condition of Guangzhou’s innovative resources from the aspect of innovative human labor, innovative physical resource, innovative finance and innovative knowledge resource. From the conclusion, we found out that overall resources’ scale are on the steady expansion, but the allocation intensity and structure are somehow not rational enough. Then, Part IV in this article further researched Guangzhou’s resources allocation efficiency by model SFA, using R&D input of finance&human resources in2009as independent variable, the amount of city’s patent accepted as the dependent variable, together with domestic31cities, which is compliant with the results Part III showed. Lastly, to improve Guangzhou allocation efficiency of innovation resource, this paper discussed mechanism mode from angle of resource sharing, Industry-University-Institute cooperation and government subsidies, and proposed about Guangzhou resources configuration mechanism at the end.In the final part of this article, based on the statistic results of Part III and empirical analyze of Part IV, we made some suggestions:to continue building Multi-level innovation resources system; to deepen resources integration mechanism; to create innovative city’s governance mechanism, gradually nurturing the city’s innovation main body; to actively improve the ecological environment of the innovative city construction.
