Resource-based cities are the ones that are formed and developed on the basis of resource exploitation. The leading industry is extractive industry and initial manufacturing which are built around resource development. In the process of historical development, the resource-based city has made important contribution for the national economy. However, as it constant exploitation and resources industry into the depletion time, the unreasonable allocation of labor and capital in industry can inevitable influence development of these cities. Only speed up the industrial transition, change the structure of single resource exploitation and the condition of industrial structure of those cities can be upgraded, economic growth of resource-based cities can be improved. Therefore, it is necessary for us to research into the industrial transition of resource-based cities. This paper introduces especially related-theories and research status about industrial transition of resource-based cities both at home and abroad, it also has an analysis to the connotation and reason of the industrial transition of resource-based cities. The core of industrial transition is the adjustment of industrial structure, so It analyses related-contents about industrial structure of resource-based cities. Based on the analysis of the structure of single resource exploitation, The Path of transition of resource-based city is put forward, and The author uses actual data and econometric analysis proved that the structure of single resource exploitation is harmful to economic growth, so industrial transition must be realized. Finally, the corresponding principles and specific countermeasures to achieve the industrial transition of resource-based city are put forward.
