Study On The Problems And Countermeasures Of Overseas Investment Of Petroleum Enterprises In China

The petroleum, as a strategic resource, is becoming the focus which the world pays attention of. The shortage of oil resource is also becoming the biggest barrier restricting the sustainable development of our economy. Moreover, at present, our country has already become the second big oil-consumption country in the world. So the petroleum demand in our country is getting bigger and bigger. The disparity between the domestic oil-output and the demand is enlarging day by day. Since that our country became the net-import country in 1993, the gap between the domestic oil-output and the demand was bigger and bigger. It is estimated that to 2015 the demand gap of crude oil in our country was estimated to amount to more than 200,000,000 tons.Because of the limit of domestic oil resource, an important countermeasure that alleviated the oil-shortage is "walks" strategy that promotes the overseas investment and establishes the overseas petroleum base. Since 1993, our petroleum enterprises have marched into the overseas market. Up to now, the three big petroleum companies in our country have made the encouraging progress in the foreign investment, already established own petroleum extraction base. Every year they brought back nearly thousands of ton share crude oil for the country, making the contribution for the domestic resources. But, the foreign investment of our petroleum enterprises is at the initial stage after all, having the huge disparity with the international petroleum company. Under the complex and intense international environment, our oil companies faces many problems that has restricted the development of overseas investment, such as, the tightness of money, the backwardness of the system, the shortage of innovation ability and etc.This article took the foreign investment of petroleum enterprises as a center. Firstly, introduced the importance of the overseas oil-development, the fundamental modes of foreign investment, and the major risk factors. Secondly, in the basis of overseas development process of our three big petroleum companies, elaborated the present investment situation and the characteristics of the petroleum enterprises in China, and mainly pointed out the existing problems. Thirdly, took the reference of the overseas development of some petroleum company abroad, and drew lessons from their advanced experience. Finally, based on our national condition and the own characteristics of petroleum company, proposed the constructive opinions and countermeasures, from the angles of the government and thepetroleum company.
