Transformation from the traditional personnel management to the modern humanresource management although has already become the mutual recognition of Shengli Oilfieldleaders and the general workers, but its process is in slow progress in concrete advancement.This paper proposed the countermeasure for Shengli Oilfield human resource management toinstruct the enterprise human resource management work, promote the enterprise corecompetitiveness, and to continue the steady progression through analyzing the ShengliOilfield human resource present situation and the traditional work personnel management,using the integrated modern human resource management theory and using profits of thedomestic and foreign success enterprise's advanced experience for reference.This paper has collected the massive investigation material and the data of the humanresource based on the Shengli Oilfield's actual situation, and carried on system's analysis andthe conclusion. This paper proposed six questions through researching on the successionalvariation process of Shengli Oilfield tradition work wage management, such as: the laborcontract system cannot carry out, the total quantity of employees is too big, the personnelconstitutive extra and the absentee coexist, the internal relation of distribution has not beenadjusted yet, the appraisal system and the withdrawal mechanism are not imperfect, stafftraining and the use come apart and so on. As the same time, it compared with the domesticoutstanding enterprise in human resource management. Finally, the paper proposed thestrategy for Shengli Oilfield's human resource management. It suggested that the foundationof the Shengli Oilfield human resource management system based on, in one hand,establishing the human resources management idea, the employing labor management systemand personnel mechanism, and the division of income system adapt to modern enterpriserequests. In the other hand, it suggested that should to consummate the inspection system and the staff trains system, bring the guidance function of enterprise culture into play for humanresource management.
