Utilize Foreign Capital To Accelerate The Industry Transformation Of Resource-exhausted Cities

In China, most of resource-based cities are developed in the initial stages our country established. These cities have done many efforts on the economy building up of our country. But with the resources dried up, many of these cities become resource- exhausted city, and face many problems, i.e. the monotone industrial structure, economic decreasing, lots of lay off ,destroying of environment, and so on. The industry conversions in these resource-exhausted cities are in a matter of great urgency. At the same time, the district finance is lacking. To attain enough capital, foreign capital is helpful supplement. Therefore, Resource-exhausted City should pay attention to attract foreign capital and utilize foreign capital with efficiency to accelerate the industry conversion.In this paper, Industry economics and developing economics are the main direction theories. Positive study and normative study are adopted and quantitative analysis is combined with qualitative analysis in the dissertation. Then, research progress of resource-based and resource-exhausted cities in and out of China and their industry conversion is analyzed. Meanwhile, the domestic typical resource-based cities have been investigated and the main problems and embarrassment are given out in our resource-exhausted cities systemically.The theory analysis-theory about industrial structure and theory about the correlation between foreign capital and host industrial structure are summed up and used for discusses in this thesis. Typical resource-exhausted city, Fuxin city is taking as an example. The status of industry conversion and utilizing foreign capital in the conversion of Fuxin city are analyzed. It shows that status quo of utilizing foreign capital in resource-exhausted cities of our country can not be optimized, although foreign capital can drive many efforts on the conversion of these cities such as reduction of capital stress, introducing of advanced technology and management experience, accelerating the conversion of industrial structures and development of succeed industries, ect. The strategies and policies of introducing foreign capital are make out, and the practical, feasible and controllable methods of utilizing of foreign capital are put forward, according to resource-exhausted cities actual condition. In the industry conversion, resource-exhausted cities should regard the important of foreign capital, improve the environment, direct the capital, and seek new efficiency means of utilizing foreign capital to take the speedup of conversion.
