The industrial transformation of resource-exhausted cities is a common problem faced by many countries throughout the whole world, and it becomes a global problem. The Chinese government has laid special emphasis on the industrial transformation of resource-exhausted cities. In 2001, the State Council took Fuxin as the first experimental resource-exhausted city to achieve industrial transformation. Then in 2008 and 2009, it published another two lists of resource-exhausted cities. Though the resource-exhausted cities has made a good achievement in industrial transformation in the pre-period, there are still some unavoidable problems which revealed gradually. These problems become the bottleneck of industrial transformation. How to break the bottleneck to complete the industrial transformation successfully becomes an urgent issue to deal with for resource-exhausted cities.In this thesis, the author will apply the theory of industrial structure to the research of bottlenecks of industrial transformation so that it can optimize and update its industrial structure. Meanwhile, the author will also review the development process of resource-exhausted cities and apply the industry sustainable development theory to find out the crux and bottlenecks of the development process. Then the author will bring up the corresponding countermeasures and suggestions for the sustainable development of resource-exhausted cities.This thesis is divided into five parts.The author will give a overview of the thesis in part one,. Resource-exhausted cities in China are facing a lot of serious problems, such as imbalances of industrial structural, slow economic growth, environmental degradation, etc. To solve those problems, we must achieve industrial transformation. The government has put great concern on the industrial transformation of resource-exhausted cities. It has great significance on the promotion of balanced economic and sustainable development and the success of a moderately prosperous society and economic development mode shift. Both domestic and foreign scholars have conducted an in-depth research in the industrial transformation of resource-exhausted cities from different perspective. Foreign scholars, mainly from the perspective of geography and ecology, will place resource-based cities into a ecosystem. However, domestic scholars conduct the research mainly in the perspective of system and industrial structure. In this thesis, a lot of methods will be applied, such as data analysis, investigations and research, theory with practice and comparative analysis, etc. This thesis seeks to find out the bottlenecks of industrial transformation and bring up some strategies and suggestions by comparative study of domestic and foreign industrial restructuring and the pre-period practice of industrial transformation in China.The author will give a theoretical review of resource-exhausted cities and industrial transformation. Resource-exhausted cities are a kind of resource-based cities; and they are experiencing a special stage of resource-based cities. Therefore, it has the characteristics of resource-based cities, such as resource-dominated economy, closely relationship with enterprises, a fragile ecological environment, etc. Meanwhile, resource-exhausted cities also have their own characteristics. Industrial structure dominated by natural resources in resource-exhausted cities has fallen into trouble and must seek for industrial transformation. Industrial structure optimization theory and sustainable development theory of industry is the theoretical basis of industrial transformation. Petty-Clark theorem and the Kuznets modern economic growth theory are the representatives of industrial structure optimization theory. Sustainable development theory of industry is the application of sustainable development theory in economy. Sustainable development in industry requires a reasonable industrial structure, development of environmental industries and other high-tech and knowledge industries.The author will give a practical analysis on the industrial transformation of resource-exhausted cities in China in part four. Firstly, a general overview of resource-exhausted cities in China will be brought up. The author will present the development situation of resource-exhausted cities respectively from the number of cities, the distribution and the course of development. Secondly, the author will analyze the concrete practice of industrial transformation for resource-exhausted cities in China. The achievements and experience of the industrial transformation for resource-exhausted cities in China will be analyzed from the perspective of mechanisms of industrial transformation, policies and models. Finally, the author will analyze the bottlenecks of industrial transformation for resource-exhausted cities in China on the basis of what we have achieved. The bottlenecks mainly come from the system, the environment and human resource. From the perspective of system, the government of resource-exhausted cities has affected the enterprise and the market for a long time, which results in reducing the effects of industrial restructuring greatly. System becomes the fundamental obstacle to industrial restructuring for resource-exhausted cities. From the perspective of environment, resource-exhausted cities must improve the environment fundamentally to develop other leading industries besides resource industry. However, the environmental problem is more serious than we can imagine, which is the largest obstacle to industrial restructuring. From the perspective of human resource, it is difficult to establish a high level competitive high-tech enterprise for resource-exhausted cities due to single structure of human resource, large number of brain drain and lack of job opportunity.The fourth part is to analyze the bottleneck of Fuxin industry transformation, taking Fuxin City as the example. Since 2001 when Fuxin City started to carry out industry transformation, its economy and society have developed a lot. Fuxin, now, is establishing substitute industry with"modern agriculture"-oriented. Its economy is increasing continuously, the fiscal solvency has a significant improvement, industrial structure tends to reasonable, and its environment improved a lot. But its industry transformation also faces many obstacles. For example, its alternative industry is not mature yet, the environment of economic sustainable development is unfavorable, and talents are deficient. These are all the bottlenecks that prevent Fuxin from industry transformation.The fifth part is to bring up strategy and advices for Fuxin's furthermore industry transformation. Nearly ten years of exploration, Fuxin's industry transformation has made some achievements. If Fuxin wants to break the bottleneck, and accomplishes the transformation smoothly, it needs to accelerate the development of its economic structure of"leading industry plus pillar industry, the development of emerging industry like equipment manufacturing industry on the basis of developing"modern agriculture, and at the same time, support the third industry. Fuxin needs to change the government's function to intensify its support, encourage non-public development, widen financing channel, and improve city environment. It also needs to carry out the strategy of"improve the city through talents", and strengthen the power of scientific and technological innovation. Furthermore, it needs to enhance opening up and regional cooperation to promote comprehensive development of economy.Industry transformation in resource-exhausted cities is a long term and systematic program. It needs to sum up the experience during the process of transformation, and create and innovate constantly. Fuxin City, as the first pilot city of the economic transformation, has already made some achievement currently. Through analyzing a typical resource-exhausted city, Fuxin, the author hope this paper can provide some reference for other industry transformation in resource-exhausted cities. Meanwhile, it is of great important significance to study industry transformation in resource-exhausted cities for promoting city economic balance and sustainable development in our country and comprehensively implementing a moderately prosperous society.
