The salary system is a much important tool with which the enterprise carries on the human resources management and Practice. The designing of salary system is great challenging and flexible, it is not only a social science, but also a management art. The comprehensive salary management system synthesizes the economic and the non-economic salary organically, displays salary whole function Full, and melts the psychology, the economic, the management and the study principle into it, enormously enhanced the staff's degree of satisfaction and the work enthusiasm, thus enhances enterprise in profession competitive ability, and boosts up the enterprise competitive ability in its industry.At present, china's property development enterprises' salary system have a lot of questions, such as the salary structure to be complex, the bonus and the welfare plan lacks elasticity. This article is for the purpose of analyzing these questions, according to the related theories of comprehensive salary, beginning with the enterprise business strategy, sets down appropriate,reasonable pay and incentive emphases, finds out the pay which should employees get on the basis of science and sufficient post analysis and through specific mathematical model, finally, uses different combination mode of salary according to the different characteristics of functional departments, consequently constructs a set named by "the salary system of property development enterprise", which is able to solve the present problem and has universality and maneuverability, provides powerful support for the persistent management of our country property development enterprise and the begin development of the china real estate market in the salary management aspect.This paper uses the combined investigations of qualitative analysis and quantitative analysis,theoretical research and empirical analysis.Pay attention to the practicality, feasibility and universality of investigations, assimilates and uses the methods of design and evaluation widely, and uses of the economics, organizational behavior and management of the relevant theory synthetically, at the same time,with the Central Plains real estate development and the domestic industry with a comparative analysis to conduct research.This article mainly includes two new aspects: On the one hand, in view of the characteristic of the property development enterprises' organizations ,we take the designing and the flow of the comprehensive salary system as a foundation, Design a designing flow of property development enterprise salary system which has the operation continuity and the strategy instruction; On the other hand, when we use the law of point to design the position of firewood, break through the conservative definite value stat, change the settled one into the compartment of numerical value, Like this aims at the identical post different synthesis quality the staff may act ceaselessly carries on the dynamic alignment to its salary, according to the different stage inspection results, makes the salary more power.
