Due to the rapid growth of the science and technology and increased demand for differences and individuation, competition among enterprises is becoming increasingly fierce. Technology innovation has been the main way enterprises obtain the competitive superiority. More and more enterprises realize the urgency and necessity of technology innovation. However, the organization structure of many enterprises can't adapt to the requirements of technology innovation, and thereby it has impeded technology innovation. Fund, technology and talents will form the innovation resource through the adjustment and collocation of organization structure. The organization structure is the pivot which decides the internal and external factors of the technology innovation. Small and medium-sized enterprises are the main growth point of national economy in China, it makes great contribution in the field of supporting national economy in high speed, increasing the opportunity of employment and so on. Compared with large-scale enterprises, the strength of small and medium-sized enterprise is weaker on technology fund, talents and otherwise. Therefore, it is more necessary for small and medium-sized enterprises to design reasonable organization structure which can collocate innovation resource to exert the function sufficiently. Thus,it is very important to design organization structure which can promote the technology innovation of small and medium-sized enterprises.Firstly, through borrowing ideas from organization theory, technology theory, innovation theory and game theory, research context of this paper is definite. Small and medium enterprises are divided into labor-intensive enterprises, resource-oriented enterprises and high-tech enterprises by literature research method and comparison analytical method. Characteristics of different enterprises have been analyzed. According to systematology, the mutual mechanism of technology innovation and organization structure has been studied. Secondly, the condition of the technology innovation of small and medium-sized enterprises of Wanbailin region has been investigated through questionnaire investigation. The problems of organization structure can be summed up into six aspects by statistical analysis.Thirdly, based on the design theory of organization structure, organization structure is designed according to different requirements of three kinds of enterprise's technology innovation and the problems in organization structure. The function, operating mode and effect on technology innovation of technology center, collaboration innovation committee, innovation group and'the solar system'organization structure have been researched separately. Some conclusion can be summed up by researching these organization structures. Labor-intensive enterprises can establish technology center, collaboration innovation committee. Resource-oriented enterprises can improve organization structure by establishing virtual talent office and innovation group. Virtual organization, enterprise which inside itself,'the solar system'organization structure and changed matrix form organization structure can be adopted by high-tech enterprises.Finally, virtual talent office has been discussed in detail. How to establish virtual talent office and correlative stimulation mechanism have also been discussed in this paper. Through the function study of virtual talent office of Lan-Xin Group, it has approved that virtual talent office is an effective organization structure which can be propitious to technology innovation of small and medium-sized enterprises.
