The Study On The Promotive Roles Of Local Governments In Regional Tourism Cooperation In "East-Guangdong Region"

In the background of the economic globalization and regional incorporation, tourism industry has also chosen the way to search cooperation. With the help of all sorts of local governments as promoters, and through the integration of regional tourism resources, as well as related industries complementary advantages, the regional tourism economy and social development have achieved a lot, not only to enhance regional competitiveness, but continue to be tested by time. Some regions have developed successfully as"China and East Alliance's free trade zone","Cheungkong Delta Region"and"Zhujiang Delta Region". On the other hand, some regions are still in the beginning of the cooperation progress or are growing slowly, not achieving the desired situation of strong joint or complementary cooperation. To a great extent, the reason of the slow cooperative development is the administrative system in China. As a post-graduate majoring in Public Administration, I would like to discuss this regional cooperation problem in the perspective of administration system and try to find out the following questions: how the local governments play roles in the regional tourism cooperation and why; what are the administrative system handicaps in the cooperation caused by local governments; and how to build up an effective and efficient cooperative mechanism.This paper is composed of five parts:The first one is the introduction of the regional cooperation background and the theoretic and practical significances of this topic. I try to summarize the research achievement of the former scholars and figure out the research actuality and deficiency in this area.The second part is the theoretic discussions. Under the angles of Governmental Economics, I have gained a conclusion that it has an inevitability of the regional tourism cooperation and the local governments play roles as promoters in the process. Meanwhile, I try to discuss the contradictions between"administrative divisions"and"economic area".The third part is the demonstration investigation of the"East-Guangdong Region". After analyzing the historical, cultural and natural resources in this region, I used the SWOT model to exploit the strength, weakness, opportunity and threat of this cooperation. Moreover, I have done some research and interviews to know deeply about the governments'behavior in tourism cooperation and the achievement that they have achieved in order to figure out the problems in the"East-Guangdong Region"tourism cooperation.Furthermore, I try to explain the reasons to the inefficient regional tourism cooperation, especially the administrative system causes, such as the mechanism of the rights and finance, the competitive relationships of governments carried by the contradiction between"administrative divisions"and"economic area". After analyzing the caused above, I try to indicate some suggestions from the macroscopical administration reformation to the microcosmical manipulations and operations of the tourism cooperation in"East-Guangdong Region".Last but not the least, I look into the future of the regional tourism cooperation in"East-Guangdong Region"after gaining the enlightenments from the"Cheungkong Delta Region"and"Six Central Provinces Region".
